CHA’s Lathrop Homes: Neighbors, activists and preservationists argue that the Lathrop Homes should be remodeled as tiered-rate rentals, not replaced by market-rate condos. Janet Smith, co-director of UIC’s Voorhees Center for Neighborhood and Community Improvement, has researched the CHA plans and can comment.
